UNHCR Card holder:

India is not a signatory to the 1951 United Nations Convention on the Status of Refugees and the 1967 Protocol thereof.

A foreign national who holds UNHCR card for Refugees/ Stateless may apply for appropriate visa service at https://indianfrro.gov.in. Applications will be evaluated by the jurisdictional FRRO.

Tibetan Origin person:

  1. Tibetans who entered India before 30.05.2003 are eligible for a 'Long Term Stay' status and can obtain Registration Certificates from FRROs/FROs.
  2. Tibetan nationals who arrived under Special Entry Permit (SEP) scheme after 30.05.2003 must register within 14 days, regardless of their visit's purpose or SEP validity.
  3. Tibetan migrants intending to visit abroad shall travel only on the strength of the Certificate of Identity and Return Visa which may be issued by FRRO/ FRO. If the intended visit abroad requires absence from India for a period of more than 15 days, such Tibetan migrants would be required to take exit permission from the concerned FRRO /FRO.
  4. Tibetans born in India to Tibetan Refugee couples and issued birth certificate by Tibetan Welfare Officer/ Tibetan Settlement Officer may be issued registration certificate on the basis of such certificate issued till January 01, 2003 clearly indicating on RCs that such birth certificates have been accepted specifically for the purpose of registration only.
  5. After January 01, 2003, birth certificate issued by the competent authority under the Registration of Births and Deaths Act 1969 would be acceptable for the purpose of registration only.

Sri Lankan/ Tamil Origin

The refugee policy criteria for Sri Lankan refugees who arrive under unusual circumstances and are identified or registered as refugees by the Government of Tamil Nadu shall be recognized as refugee and are subject to the following guidelines:

  1. Registered Refugees in Designated Camps: Sri Lankan Nationals residing in designated refugee camps and holding Government of Tamil Nadu issued ‘Sri Lankan Refugee cards’, must adhere to the existing regulations of the camps and follow instructions updated through governmental orders from time to time.
  2. Special Registries: Sri Lankan Refugees with Special Registration Certificates (under a scheme introduced by Government of India, 1999) issued by the concerned FRRO/FRO and who are permitted to stay outside of the designated Refugee campuses shall register their details with the jurisdictional FRRO/ FRO and renew their stay every six months.
  3. Voluntary Return: Sri Lankan Refugees who arrived in India with valid travel documents and valid visas before January 9, 2015, and who choose to voluntarily return to their home country, are eligible for a waiver program. This program includes a waiver for penalties for overstaying.
  4. These rules and regulations may be updated from time to time and the latest guidelines regarding the same shall apply.
